Costa Rica.

* Usage area:  Cell  phone service in Costa Rica is supplied by the Government owned and operated telecommunications company ICE.  Most of the Costa Rican main population centers have cell phone service.  However, out-of-the-way, mountainous, rain forest, and distant areas may only have limited service.

The reason your cell phone will not work here is The Instituto Costraricense de Electricidae (ICE) which is the sole provider of cellular service in Costa Rica requires anyone acquiring cellular service to have residency status or be a Costa Rican Corporation. And unlike many countries, ICE does not sell pre-paid SIM chips for its GSM network.  Therefore not all phones brought in from another country will not work here.
